Congratulations to Harvey Parker, PhD, PE, D.GE, F.ASCE, for earning the Underground Construction Association's Lifetime Achievement Award!  The award recognizes outstanding achievements in the underground design and construction industry. The outstanding achievements recognized have been accomplished through design or construction of civil underground facilities. The winners have contributed significantly to the education, planning, design, construction or rehabilitation of tunnels and underground facilities. This includes seeking advances in new methods and materials, and advancing the public understanding and concurrence with the beneficial uses of underground space.

Dr. Parker has over 50 years of engineering experience, including geotechnical investigations, design, preparation of contract documents, construction consultation, instrumentation, and project management for major facilities.  His broad experience includes soil and rock mechanics, geological engineering, and civil and construction engineering. Dr Parker has been primarily engaged as a member of a Board of Consultants, an expert consultant, or otherwise in a consulting senior review capacity on complete geotechnical design, construction, instrumentation of major facilities for transit, railroad, highway water and waste, hydroelectric, port, defense, and development of underground schemes in over 15 countries. 

Dr Parker’s recent experience, strengthened by the work he is doing on the Executive Council of the International Tunnelling and Underground Space Association (ITA) has mostly included issues involving general tunneling design, environmental, risk management, planning, cost, community, and safety issues from an international perspective.  He has been active in the consideration of the use of underground space for sustainable development and environmental benefits.
